I'm not sure I understood your point completely, but from what I got here goes:

1 - Tactics changes: your in-game coach will make adjustments to your schemes, both offensive and defensive. From what I understood, these changes are only made when timeouts are called. If I'm wrong please tell me. And I also believe only small adjustments are made. Imagine you're playing 2-3 zone defense and your opponent scores 4 three-pointers in a row. Your coach will probably make an adjustment to leave less space on the perimeter, but you don't completely switch to man-to-man or 3-2, for instance

2 - It's true that most teams have a way of running their offense, also depending on the weapons they have, but coaches always make adjustments to tackle a specific opponent. The Cavs didn't usually double team down-low, but they had to bring a second defender to try and stop Howard (last year's conf finals). Lots of teams double team when facing Yao, etc.

Regarding BB itself, my idea is to find an offense and defense that best suit my squad, but then take a look at who's coming next. If there's an eye-popping weakness/strength I make a switch (if possible). If not, I roll with what I got.

Cheers

Thanks for the information, it makes a lot of sense to me. So I guess if you have a good all round team them either Base Offense or Push the Ball would be the best way to go, unless a team is noticably weaker on the Inside or Outside & Man to Man unless they are noticably better on the Inside or Outside.
I was looking for a default Offense & I think you pointed me in the right direction, so thanks again.
