It actually varies more than that. If you blow out the other team your starters can end up playing 27 or 28 minutes, as they sit out the entire 4th quarter. But if it is a close one and the backup sucks the starter can end up playing 40-something minutes

I can't imagine why you'd want this, but if you do want to try to get as even a split as possible I'd suggest the following:

- Dress ten players
- Start your five second best players
- Put you five best players at the back up spot.
- set the orders to: follow depth chart until fourth and Let them Play

This should create a fairly even split as your starters will get about 70-80% of the time in the first three quarters (so probably around 26 minutes out of 36) and your back ups should get about 70-80% of the time in fourth depending on how close it is and how good your players are. The end result should be somewhere around a 28 to 20 split. Of course, the end result is you will be playing your best players less than you want and you risk losing. (You also risky having something crazy wonky happen with minutes if it's a blowout or someone goes down hurt)
