in order a player to play to the NT there is a general rule that says that the player must start at the age of 18 with already a high salary above 4000$ (with proper skill distribution) and have a good prospect (perenial all star and above). And still needs hard work , not too many injuries , and possibly 1 position training. But this is as I said a general rule. In lower ranking NTs there can be players that don't match the previous things whereas on higher ranking NTs the standards are higher... if you see on the pages of U21 NTs you will see what standards each NT applies in order to be interested for a player.
So as long this player comes from Lietuva (which is from top NTs) , he has no chance getting to NT....
