I don't think he meant directly, but you could say that GS has the potential to indirectly effect training. If you try to start a player affected by low GS, he may get substituted early and miss training minutes. GS is of course, only one of many factors that determine the strength of a player. There is an ancient thread I bookmarked
(174.5) that explained substitutions well, and I think it is still relevant. So if there are less minutes earned, this could reduce the effectiveness of training if you are unable to make the minutes up. Trying to make the minutes up while single position training could affect the minutes of another player you planned to train, or force you to switch to double position training to squeeze in everyone.
If the player doesn't get enough minutes for the week due to poor GS, it could cause him to drop even further the next week making the above situation even more likely. About the 48-80 minutes bit... I try to make sure my players have 45-75 minutes as a general rule, and that is with a Doctor that has massage specialty. It seems to work out pretty well for me, although lately I have started making some occasional sacrifices to game shape and my quality of lineups as needed for training. I will sometimes push players beyond 75, but now we have the new coach parrot to calculate the probability of next weeks GS changes it is easier for me to make these important lineup decisions.
