A second question. What sort of percentage of seats should I aim for in terms of amount of bleachers compared to lower tier court side and luxury box?

There's no optimum percentage. That's entirely up to you.

because ur arena size is small and planning to expand
u should aim higher ~90% fill
so when u lose a game it only go to 80%
but if u keep wining,u have 10% available
and even u add more seats u only spare no more than 20% empty seats
