I see you have a few young shooting guard/small forwards. Enough to have a succesfull trainingplan that is profitable. You could focus on them.
Maybe you could try to sell 1 or 2 of your 29+ year olds and get 1 additional trainee.
If you loose money with the team you have now, you either lose a lot of your games (sorry forgot to check that, so don't know if this is the case). If this is the case you should definatly sell some of your back-up players and use the money to buy 1 or 2 decnt guys that could start your games. Winning is important. If you can't get any money from sales and can't afford these players you will just have to be patient nutil you have trained your own. Your trained players will start winning you games after a while.
If this is not the case and you win a game regularly, it must be your scouting and/or staff that is weiging to hard on your expences. I'd recomend lowering your level of staff. And putting your scouting at 5000 or at 10k MAX!
This is the only reasonable explanaition.
Expenses are:
player wages: with your 13 players I can't see that is your problem, your players don't have too high wages and you don't have to many players... so this seems okay.
tranfers: you say you can't buy, so I take you don't buy, so no expenses here.
Staff and scouting: we can't see that amount, it is possible you spend more than you can afford.

how to improve your income:
income can come from :
transfers: since you can't buy, you can't buy and sell to make profit, also this is risky if you are not into it, it could cost you instead of gaining yuo money, just scratch it for now, unless you have players you could sell already in your team, but having only 13 players, it won't be many...
fanshop: you could raise your fanshop income by upgrading your PR manager, but DON'T, your PR manager will weigh harder on your money than you will get back from him. fanshop is more relying on wins and league, only a little on PR man. Since you can't switch leagues quickly, you will need to focus on winning, and it's best to get a lower PR man at this point, I'd recommend a level 3 at max for you. Mind you that fanshop income is a prety low income, and it is not worth putting money nor effort into except for trying to win your games.
game revenue: winning is important! if you still have players you don't like to field because you feel they perform bad, sel em or fire em. Try to get 1 or 2 GOOD guys, but mind their wages as well. If you can manage to win some games, you will get more income from revenue. Be carefull with seatprices. I saw you told you will raise them by 20%, that is much!! possibly too much! Especially if you plan on saving on PR manager, you might want to raise your seat prices by just 2% or maybe 5% for now... If you raise too many you might face 1 month of many empty seats, and very low income!!
TV money: a nice chunk of money, yuo can't influence it though, so don't bother about it, just know it is there for you.
Conclusion: there are only 2 things you could (should) do right now: save on staff and/or scouting, and focus on winning games.
Do not sell your best players to get money now, unless you use it to buy better ones, you will diminish your winning chances and get deeper into trouble. Once the TV money comes in, you will be fine.
