you cannot know another player's enthusiasm, but you can sometimes get a very good guess about what it is. If you look at a team's schedule and it says they played with the same effort as the other team, they probably played normal. If they put in less then they probably played TIE. Use this to guess how much enthusiasm a team has.

For enthusiasm for your team I would play TIE when you think you are going to easily win or obviously lose a game. Then when you play a big game and you play normal with 8-10 enthusiam you are going to have a big advantage.

Of course, the problem is when both teams play TIE or both play CT. But generally if you look at last 5-6 games of an opponent, you can see if he knows how to manage enthusiasm or not. Best bet is to look at an easy cup win; if he TIEd, he knows how to handle Enthusiasm. If he didn't, he probably doesn't and that goes in your favor.
