Don't think so. He could have a low salary sub-level which means he could have capped, but otherwise. No. :)

Using the Excel Spreadsheet potential cap tool, it says his potential cap is 22.91. The potential cap for perennial allstar is apparently from 22 to 24, so I'm guessing he's capped.

You can try and see for yourself with a fast training for secondaries which take a very little part in potential cake. For example, 1 on 1 for Forwards; if he doesn't pop in DR or HA for at least 3 weeks, he's definitely done. If not, you can still improve his secondaries (DR and HA, PA). Don't forget Stamina and FT!

Do these abilities never cap? Can FT drop?

FT can only drop through aging, though I don't know about this abilities capping cause they show no increase in salary.
