True. If at the beginning of the season there are no active users then there's no point in running games and updates

except what about if people from that country want to join? Maybe drop it back to just a division 1 until there are at least 6-8 teams or something

Sounds like Boise State. You'd get to build up beating Bots, get good money set up and a nice Winning Tradition. Your only chance to face competition (that counts) would be the Cup.
