It is visible in the drop-down menu on every team page. The weekly minutes however are not shown when you select that menu item (as reported by Pini).

I remember this was reported or discussed before, and here is indeed one thread from 2009: (116944.1). It seems the page was disabled due to server capacity issues. Perhaps it has been forgotten or the issue is not yet solved (we all know server issues are not a thing of the past).
