Oh, now you're using season 19. Right. Well, in that case, you're arguing the game is flawed because of some, what, four nations who combine to 12.5k, ignoring the other thirteen who combine to almost 23k. Again, it appears that in big nations by count or by total users, the alleged problem is apparently no problem for 3/4 of the large countries in the game, and perhaps your examples are more likely related to the individual nations than a systemic problem in the game.

The current data is on season 19.
On season 17, it may be Italy and France, or Spain and Italy. The same facts stands.

Regarding all this missleading data you've brought.
1) How does your "data" explains how those 25% of BB-nation community has that competitiveness probelm, as proven?

2) What had happened on each of those BB-nations you've brought? How does those teams penetrated the first division?
Giving their name, does not proves anything.
The same story as I've brought for Germany and Italy could be the case there.

You could have also written about Germany and Italy (season 19) in order of misleading the readers. You could have wrote something like this:
"Germany and Italy had a (single) older team ('I only checked until I've found a single one'). Here is a proof".
As I proved in my starting message - they are far for proving the case wrong. Just the opposite.

The same is for all the other BB-nations, but I'm not going to continue and examin each one of them.

I corrected that in post 3.

So still, using hybrids of season 17 and 19, there were six instances out of 34 possible where your alleged game-breaking problem occurs. And they were in the same countries for the most part. It's working in the USA. It's working in Turkey. It's working in Polska. It's working almost everywhere up and down the line, except for your very few, very specific examples. That's hardly the symptom of a systemic game problem.

But, of course, arguing based on facts and logic and reasonable conclusions with you is like explaining proper free throw form to Shaq. It's an attempt to be helpful, to show you something that might actually sink in and improve your experiences, but in the end we both know you're not going to put any effort into believing anything but whatever fits your explanation as to why "users" (read: you) run into impassable walls. Good luck with that.
