No, I don't agree.
No one really knows what the drop off in training effectiveness is below 48 minutes. But I don't think it's terribly much at 47 minutes, certainly not worth screwing over another trainee's share (and everyone's GS), in order to make up the difference.
I my experience training guys, I haven't noticed a significant slow down in the sub 48 min training week, or the subsequent training of the same type, when guys get 42-47 minutes. Is it lower? Probably. But not so much that I'd change anything.
