If you read my economics guide that is a good start.

If you look at the training sim you can get an idea of stats you want to build for and how to train. If you are OK using excel. Just look for the training sim here

For your consideration: My personal advice:
Your arena needs more lux boxes, court, and lower. I'd go 15 box, 250 court, 1000 lower. 8000 bleach. Build after you settle into a roster.
You need better players:
I'd buy old men age 33+ to win a title next year. You have two days before the season starts so you could buy 3-4 11,000-15,000 players to lead your roster and you might win a few cup games that way. Just try to get a decent player for each position. There are 300 players on the TL for less than 50,000.

If you don't want to go for a title this season, you could wait around with your cheap players until the first 16 weeks are up. But I think you are better off getting to Div 4 and winning some cup games while you are at it. Getting out of Div V is getting easier.

Thats not a bad idea. Once you start paying league minimum salary you may want to start looking for some guys because you will have to pay for them anyway. But until then...
