the problem with this is that yo can interpret it 2 ways:

1) the way you just described.

2) but also another way:
Doctors help prevent player injuries, (That's one thing), and (there is a coma here suggesting another piece of information independent from the first part of the sentence) when injuries do occur (meaning we already have a time estimation?) having a good doctor will make them less severe (meaning: less days that what has been annouced)

I remember in the previous system 1 week could mean 7 days or less. But I never had any injury since the change...

less severe means, for example, +2 instead of +3. Once the injury length is visible no doctor will make it shorter.

There is a long discussion about this in the bugs forum. I know what I am saying, trust me :)

How about:

Doctors help to prevent injuries and give immediate treatment when an injury does occur. A good doctor will result in fewer injuries and less severe injuries. He does not reduce the recovery time after an injury has occurred.

That would be excellent language.

indeed it would. But I think the BBs try to talk in the rules as if telling a story, not so much as literally describing in detail how everything works.
When reading the rules you can extract how the game works, but it is not written precicely how it works...
Therefor BB will opt to keep the sentence 'injuries less severe' and will not replace it with, you will get less weeks injury and the doctor does not have influence afterwards...

I as well believe it would rather be boring to read rules that state exaclty as is, rather than in telling tales style. I would rather have my supporters be happy about my games when I win, and will try harder to come and watch the next game and bring some friends to watch this awesome team, then when it would read that the number of spectators will rise when I win a game, and that I can raise the ticket price.
