No, actually, it's based on your national ranking. It's to help stop "farming" national players in lower divisions. Also, it helps prevent bankruptcy amongst newer managers making lofty purchases on players whose salaries they can't sustain.
I'm currently in 8th place in my division and according to GE, my highest acquirable salary via transfer list is 71K. That's more than enough for any D-IV manager. You'll be fine.
