It shouldn't be
too hard to find someone to run it, should it? Honestly I'd do it if I didn't have school taking up the majority of my time.
A BB Twitter could do much more than promotional PR as well. If you look at official twitters for NBA, NFL, and MLB (I can't really speak for European sports), they tweet power rankings, scores, and news updates about the leagues. An expanded version of this could be done for BB, though it would take a large time investment.
For example, each tweet could be structured like this:
USA- NBBA: Updated power rankings for the week of 3/10/14:
1. Arizona Desert Storm
2. Bullish Mentality
3. Technical Fouls
4. 10inch Vertical
5. Beware of Dogs

This could be done for a variety of nations. The twitter could also track U21/NT results and B3, and at the start of each season could do rundowns of "Who to Watch in Season 27" for each top league, and could cover "Rising Stars" around the time of the ASG, discussing teams in II, III, and IV who are showing excellent promise. If someone (or a couple of people?) was/were dedicated to it, a BB Twitter account could be really, really, cool.
EDIT: This idea actually has me super excited. I also had the idea that a thread could be created in BB Global to act as a sort of BB Blog, with brief blurbs on Twitter linking to full articles on-site. Forget about school, I'd really like to do this, but I probably would need someone else to co-admin it.
