Offensive fouls don't lead to free throws (they lead to turnovers), and only charges are counted as personal fouls.

Offensive fouls do not lead to free throws, they're just glorified turnovers. Since FIBA and the NBA also do not award free throws on offensive fouls (and the NBA doesn't even include those in the team foul count), it's actually handled according to reality.

lol seriously? Didn't know that, in europe they're included. I guess I learnt something too!
