That's an answer for the statistic side of why BLU has become the main work for the only working resource on BB.
As there is a working resource on one - non documented - aspect of the substitution pattern, should we expect that the substitution pattern strategies will be working as described in the rule book ? if they did, I can ensure you that fixing BLU should'nt take more than one hour's work for a first year IT student if only it was well thought in the first place. I can even give you a 5 minute fix.
As an exemple of how "Strictly Follow Depth Chart " should work simply take the way Popovic coaches the San Antonio Spurs, which is not far of how it is described in the rule book: controlled.
