I experimented with going from a level 2 to level 4 PR manager this season (and switched back to 2). With my strong record, it did not seem to make a significant difference. Winning affects attendance and merchandise the most; a higher level PR manager is probably only cost effective if you win half your games or less. Given that you are undefeated, level 2 is perfect.
