Yes, I believe so. All of my players' game shape had already reset at that point.

ok, so he has dropped in gameshape when you purchased him, which is normal

Oh, does that happen every time you buy a new player? Does it drop by a certain amount or is it random?

yep every time. It is usually 1-2 levels, it isn't the same amount each time.

It's useless to train GS the first week of the season because everyone stays in 7 GS.

except if you have purchased a player in between the game shape reset and the training update, it is useful for them

I think you're right. I think the first one is "forced", while the second one on Friday is the one that counts, as the DMI also resets.
