Season ticket holder numbers are re-calculated each offseason. I've been tracking mine for about 10 seasons or so and what I've found is that having a good season (playoffs) will usually increase it slightly, demoting obviously kills the numbers, and promotion via championship is a great boost, while promoting via bot promotion is a smaller boost.
I don't know if the PR manager has any effect when those calculations are performed, but I doubt it.
