I would avoid training ID with that kind of height. IS would be my choice of inside skill to train if I really had to go for one. 17 and 18 is already good OD so I would go either of these 2 ways:
1) you turn him in an elite outside scorer. You will need to play tactics in which he will shoot 3s. 3s have about the same chance of going in whether the shot is guarded or not so if low DR will prevent him to go inside and take worse shots like jumpers and layups (because of his low IS) you may have a special offensive player.
It's hard to tell as not many players are built like this: people don't normally go for such low HA/DR because it hinders the training speed of about any other outside skill. However your guy is supershort and at 17 OD / 12 PA you already are in a good place for the 2 most important skills. So you may want to do some research with players on the TL and consider creating an elite outside scorer with low-ish DR and see how it plays out.
If you go this way you will need to control his PA because that will impact his salary, although low HA and DR will also help keeping his salary low.
2) you turn him into a master passer (like 17+ PA). In this case you will definitely need IS to be a bit more decent, but again low DR should somewhat prevent him from going inside too much. In this case you could probably work out something like 11/13/19 11/11/17 7/7/x/x. In this case you will need to control the outside shooting because it would blow up his salary.
In both cases you need to look out for the cap, but personally I'd go for option 1 if you see some evidence that players with low DR do take more 3 pointers as a percentage of total shots. In my opinion trying to get this guy 10 ID is a waste of time he will pop too slowly given the low IS and the height/age combination.
