Yeah I know that, but it's nice if you need to get a certain staff member quickly. High level secondary staff can be hard to find on the market, so being able to hire them internally could be quite useful, even if it is more expensive.

But don‘t you get a lvl 1 staff if you hire internally?

No, you get to choose the level. Lol, it would be a pretty useless feature if you could only get a lvl 1 staff with it.

Well, that‘s what I always thought and therefore never used it. Then the suggestion is quite a good one
