If I'm not mistaken, it is related to the level.

level 3 - 1.5%
Level 5 - 2% increase
levels 6 - 2.25% increase

I don't currently have staff on the rest of the levels but it is probably around these numbers and you can check for yourself

indeed it's related to the level.

for minimal it's 1%
for basic it's 1.2%
for competent 1.45-1.5%
for advanced 1.75-1.8%
for superior 2%
for exceptional 2.25-2.3%
for world-renowned 2.5%

The salary increase is the increase in amount that you will have to pay your staff every week.

As I understand it, staff salary increases every week while player salary will increase just in the offseason.

Yes. After a certain point, it's not worth it to have a basic PR manager with an 8k salary, or an advanced doctor with a 25k salary.
