I believe this is meant as a ranking list of which teams are most likely to be promoted to D.III amongst those that do not win their division. BMG is 14-7, and therefore will not be promoting this season unless they win the division.

There are 16 guaranteed auto-promotions from d4 to d3 (except in Utopia). In addition, any bots that don't demote into d4 by way of normal demotion will be cleaned up and generate another auto-promotion spot after normal promotion/relegation runs.
