Your idea is also great, it probably also accounts for bot-only leagues (like Division V in a lot of countries), where a great draftee could still appear, but the bot draftees getting transfer listed would result in managers having to pay for them without anyone recieving the money. If a manager sells a player from Draft, they get 97% of the price paid, but when a free agent is signed, it takes away the entire buying price away from the game. I do think our 2 solutions would work great together though.

Yes, I think both suggestions could work great. In fact, as far as we all can see, BB-developers want to get rid of money from teams, so this could also help to achieve that.

Because bot teams will pick last, meaning their chances of getting a good draftee will be low...?

What's the problem on buy draftees?

If someone thinks like you and decide to not invest on Draft to buy them after they release, good for them? Where's the problem?
The managers who like to invest and get those players (now will have more chances due to bot teams not picking before them), will continue doing it. Good for them too.

I think it's a win-win situation.

Then, there is one simple solution to all of these problems, which I think would satisfy all of us - do not allow bot teams to participate in Draft at all. No problem with potential flooding of the market with players drafted from bot teams.

Or put a limitations on which type of players on bot teams go to transfer list as they do with normal FA players... Maybe +7potential?

Not putting drafted players from bot teams on the market would do the same.

And wouldn't give a great advantage to teams with lots of bots in their league during the draft.

Hang on, I'm clearly not understanding something... What is "the same" in this post? I assumed that Your problem with transferlisting bot team draftees is that they would flood transfer market. If bot teams do not participate in Draft, their players will not flood the market. I suggest You read my first post on this thread once again.
