Wow you know what? I meant IV to III not IV to IV obviously.
The guy who won IV.16 went to III.14. So it is always random then?

It's not obvious - some people don't know and we have to ensure that everyone knows what is going on.

That said, yes, I'm pretty sure it's random.

ahh, very true. That was more of a mannerism than anything. My friends and I say obviously a lot. Hope you didn't take it the wrong way. Thanks for the quick answer by the way.
