In Sweden there are 16 conferences in lowest division with human teams. But as there are just 11 conferences with human team there will be at least 5 teams that lose playoff final that promotes as it is unlikely that any of these 5 conferences will be occupied with a human team before end of season.
So it is not only cleanup of new bot teams due to inactivity but also that bots will not be promoted so in lowest human league it is not too unlikely you will see more promoted teams than only winner.
