It is in the rules. Not worth to have a high level if the club is on a low level. Hard to say exactly.

as someone said already,

if your in high divisions having a high level PR guy would help ease home game attendance especially if you came from a lose.

also thing wouldnt significantly increase for your merchandise sale just be patient, win as much games as you can and you will increase in those.
