Of the top 25 players on this list it looks like around 20 aren't being trained, or are owned by a Bot. Can they still be saved?

They have to be added to the NT before the manager becomes a bot. Once they become a bot if the player is on the NT they get put on the TM. Problem is we don't know their skills until they are added to the NT and there is a penalty for dropping players from the NT. Aakar Jalajamani has been saved in this way but turns out he is a dud. It is also getting towards the end of the season so saved players would be behind in training.

Yeah, pretty much it, I also don't think we can save a player who's on a bot team already? pity, cause the guy at the top of the list don't look half bad.

At this point, unless they have been getting training for the season, there really isn't much point saving them, by the time they get on the transfer list, they'll be already a season behind.

We could potentially save some guys by adding them to the senior team, now they are out of the world cup, but really, I'm not sure if there is much point now.

Yeah if you are going to save anyone better to do it at the start of the season when you are looking at players to add to the actual team when u can check their skills without penalty if you drop them again. If there is an outstanding prospect and his manager is going bot within the first month of the season he could be worth saving

Well the higher the better of course so maybe a tremendous or sensational, i not sure though

Yeah, I wouldn't say there is any hard and fast set of rules, will consider each player on their merits (and depends on the players competing for a spot). I assume your question was in reference to Jone Bogan? Probably somewhere around the tremendous mark would be a good aim for him when he's 21...
