Free Throw goes up to legendary, I checked the transfer list and found some players with legendary FT ratings.
However, I didn't find any player with stamina higher than proficient. On the one hand that makes sense, considering that stamina can be regarded as not a skill but rather a modifier, but on the other hand it is listed among the player skills and one would expect that the range is the same.
