I have only given my appreciation of what was the desirable level imo and answered the OP's question. I have never talked about ideals, there are no ideals, you want but can't have and make compromises in order to get the best. So the OP will make the compromises he feels like with our answers.

Have you checked his roster ? Still not I guess...

No one is ideal.
17 (currently 19) players fulfill search criteria. Only 3 of them fulfill few other basic conditions.

I have never talked about ideals,

So if minimum level is HN=5 and on TL we have only 3 acceptable players with HN=5, then if we want to find good player (not ideal) we should wait 5 seasons. Or buy very bad player who has admittedly HN>=5, but horrible other parameters.

In this way works Your "tip" ;-)

If HN should be >=5 then PA should be at least >=6, OD at least >=6, etc and number of players who fulfill these conditions still will be low, even with free agents. And please note that low level free agents are very expensive (10x salary).

It doesn't matter. He doesn't need C/PF with HN=5 ;-)

He should find C with proper JS, OD, DV, PA, IS, ID, RB, SB.

I have searched for HA 2 minimum with all of the 8 (EIGHT) extra criteria you have added on your own when not asked for in a simple thread about handling and I have found 11 players, reread post 29.

You are being rude, why the need to make fun of my opinion with a stupid example with horribles everywhere ?
Why act like you don't understand what I am saying. You are disappointing, you used to be more interesting.

Sorry, no. I gave a different opinion and explained why it was different with arguments. It's for everyone to read the thread, think for himself and form his opinion based on what he read.
I have not belittled you or your opinion and never tried to prove you wrong, I gave a different perspective, I don't want to prove you wrong.
You instantly started the stupid stuff, always 3 is better than 2 etc...

That's where your problem is, not with handling. If you eliminate the OD condition,

And if I elimitate RB and ID condition I should find thousands players. However, I prefer to elimitate HN condition than other important conditions, including OD.

Are you telling me you wouldn't take a 9/9/9/1/9/9/ in the outside skills of your C?
I would take him. He would be one of the best balanced player in whole BB, on every level (depending on primaries), even on NT level. In fact C, who has every perimeter skill >=7 is rare and expensive. And C in Your example is better than C who has all perimeter skills = 7.

I prefer HN=2 because I don't like skills = 1. However in this case I would make compromise and get this guy even with skill = 1 because of beautiful other 5 secondaries. 100% perfect player doesn't exist so 99% perfect player is good choice.

better question would be something along the lines of "how many handling points is one big man skill point worth?"
In my first post in this topic I said how many points in whole match gives us one level of HN. If You know how many points give You one level of IS - automatically You have answer for Your question.

I generally don't have a minimum for handling. I view OD and PS as more important for a C,

It's the essence. There is no reason to think about HN for PF/C instead of OD or PS. You said exactly the same but in other words.

I should have kept that center in retrospect but I was down money and he was expensive. It allowed me to pick up a few other guys with the money that I got from him. I also have 3 inside guys I wanted to develop. I just dont quite understand why some guys shoot so much better or worse then others when their stats are similar

Hidden "aggressiveness" stat perhaps?
More likely to foul/draw fouls. More likely to pass on shot, or shoot.
