All countries. It checks for untrained players in all countries and if found, that country is rerun.

EDIT: I just modified it to run after each country and then rerun that specific country if it didn't. And then at the end, after Utopia is run, check all of them together. That should do it for now, until I figure out the cause of the problem.

Sadly, my changes have not prevented the issue. I'll try again next week. The players should all have received training now.
