That's a good sign. Active leagues really are a lot more fun. Most of the ones I've been part of have been fairly quiet, but every once in awhile you get lucky.

I it makes any difference, I really need to start practicing my french. My wife and kids are French, and they tease me about being being English all of the time (especially my 7 year old son).

looking for ideas to improve the staffing - trainers, doctors, PR

Seen that in the suggestion forum. I personally agree with you that there is an overpricing situation with some staff, but I don't think there is a lot that will be done about it. The current system was intended to make it more challenging than the original (which from memory was a random staff member being offered each week and just waiting for a good one). The current setup makes it near impossible for lower division teams to sustain lv 7s, but gives an advantage to more competitive teams that are patient and can sustain expensive salaries.

However, one way to bridge the gap would be to have fixed price and salaries for each staff level. The salaries would still increase as per the current system (keeping the need for budget management), but would take out the confusion of what value staff is worth depending on their level/salary as everyone would pay the same. Would make it more enjoyable for the everyday manager, but would take a lot out for the experienced guys who have spent a lot of time mastering the current scheme.

Just my 2c.

Not really. At that number of available trainers, there is over 3000 available a season. That is actually pretty high considering what sort of player you can achieve with a level 5 trainer. My thing is people who tank forever to drive the price up on level 7 trainers and bid 3 million for staff that they have to fire before their trainee is anywhere near finished. But again, that is what the current was intented to do.

As for slow training, I'm in the other side of the arguement. The reason winning the top division is more rewarding, as opposed to say div 3, 4 or 5, is because it takes much more skill, knowledge and dedication to do so. If you make training easier to do for everyone, you take away the advantage for those who have taken the time to master the craft, and take the incentives away for everyone else to learn.

For now I'm just taking advantage of not having the floor salary. I'm pumping everything into my arena and scouting (which I've backed off on now) while I don't have to be competitive. My plans will mostly rely on how lucky I am in the draft. If I land a monster, I can sell him off and maybe be competitive next season. If I get someone reasonable, I'll probably be forced to train them and be only marginally stronger than this season.
