In fact, they would be encourage to tank. If you know that you can't promote, better off to use this season to make money and train.
No one is arguing against this.

What "anti-tankers" are against is the AMOUNT of money gained.

Well, here are my observations as a fresh tanker after being competitive for 12 seasons.

During those seasons I played, trained and enjoyed the game the normal way. I joined the game in season 8, when good players were worth something. In those old days, training and developing a team was a good strategy, much better than tanking, since the money itself was not as valuable as it is nowadays. During the past 5-6 seasons I have mentioned that players who cost plenty of millions can be purchased for 1/10-th of their real value. The only players that still remain valuable are the overall ones - the native SF in other words. Building-up such players makes the managers to train positions that they are not really fit to play, and thus not to be competitive, especially in Div. I, where I promoted to for the first time.

On the other hand, I saw the opportunity to build-up a team I dreamed about. Team full of the overall players, not too expensive in terms of salary, but VERY efficient in terms of performance. In order to make this dream come true, I had to forget about the competition in the league and start tanking and buying young trainees. After 4 weeks I expended my arena to a little bit over 20K, purchased 4 18 y.o. SF potentials (probably 1 of them will be released) 1 22 y.o. NT perspective and 1 21 y.o. MVP, that are aimed to be the key players of my team and help me survive in div. 2 next season.

All these issues eventually overweighted all the negative aspects of tanking. As soon as the game allows me to make 500K a week, train out of position and build-up a team of my dream with no obligations, compete in the cup and even get the #1 or 2 draft pick, I see no reason why not to take this opportunity.

Well, I hope these opportunities will soon vanish. Not only because it doesn't seem realistic, but also because with cheap roster you drive TV money down.

Here is the most recent tanking example, taken from today's game:(46511254). He received money from 12k+ spectators. Not only that; our best U21 PG Jerin received 36 minutes of training. I think that's very unfair and I also sent a PM to the walkover team as a U21 manager. Needless to say he didn't respond. How long is this going to be tolerated by BBs?

now that just wrong. One of the wrongest things you could do. Now the trainee gotta play in the scrimmage. Why would you tank to get cash. Why can't you try to compete NOW? WHY? Man, this tanking gotta stop. Wheres a BB-God?

He actually gets no minutes, because it was a forfeit.

The more I come to understand the causes of it all, I don't think that it can be taken away while the training system is the way it is. The only way it can be really corrected is by allowing trainees to train fully without being affected by having less than the 48+ minutes per week, as well as the "out of position" training concept.

Sure, the affects of tanking can be reduced, but, as many have said, some just want to build up a team. It's their choice to do that and they shouldn't be stopped. To do that, though, a manager will often have to play their C at PG position or vice versa, or somewhere in between.

I suggest, then, to remove the necessity for the 48+ minutes per week concept. Minute management can still be important because of game shape, which, I think, is a really powerful concept this game takes from real basketball.

An optimal number of minutes will increase game shape (with a random effect). Both too many and too few would reduce game shape.

Allow the new trainees to come off the bench each game and take 10-20 minutes, in the positions they are designed for.

Take the trainer you pay for and get them to do out of game training. All the other variables are the same (smaller players train slower in big man skills and vice versa etc.).

The above is the most logical choice.
