have a quick look at centers/pfs with great primaries around the 100k salary mark with no secondaires.
now have a look at players with great secondaries instead of great primaries around the 70 k mark.
theres a good mil or so more money going to the 70k guys

Difference with those players is they are finished training. Someone has put seasons of training out of position to achieve that, and the majority of people dont see the value in training a player with good secondaries over a player who has higher primaries. I have stated several times that I believe this practice is wrong, and I have and will continue to give my trainees occasional secondary training , but if you are training a rookie for quick sale it is best to train as a 1 dimensional player to gain a higher market value. What I, you, naker the BBs or god himself believes a player is worth has no bearing on the discussion. The same way people light up over potential, they overlook weak secondaries when they see a player with 3-4 more pops in the primaries and they dont hold back on the finances.
If this player reaches 30k, I doubt very highly he will be up for sale and should incorparate secondary training (although nowhere near as much as naker did with his). But his secondaries are very low and would lose a lot of value to try and turn into the balanced player naker believes. That is why if he chooses to sell he should train primaries to gain the most value.
