Line should be drawn for extreme cases such as the one that had just happened in Lithuania. Obvious U21/NT sabotage should lead to immediate bans.

It's not an exact line but it's good enough. Extreme cases are very obvious. If it doesn't qualify as extreme, then it's just mismanagement.

That and intentionially putting scrub players on the team to play important matches. It has to be extreme. Extremities only happen in rare cases.

Seems like this could be handled with a fairly simple rule that a NT manager can't call more than one of his own players. The issue that's bigger than the NT issue is that he's using a different team to benefit his club team. Continuously exploited, that hole could produce teams that would affect larger areas throughout the game and outside the nation where the abuse is taking place, B3 for example.

During previous WC NT manager of China called at least 3 (maybe 4, or more, I didn't focus on that) own players, the same as NT manager of Ceska 2 seasons earlier. I think it would be hard to prove that they were saboteurs.
Afaik at least last five in row (and probably more) NT managers, who won last five NT WC, called at least one own player. It means that NT managers, who don't call own players, should be banned ;-)
