If I lose motivation during a few seasons and want to train only until it comes back, i am penalized ? that's the good way to keep people in game

Yes, you should be penalized, because at the same time as you "lose motivation" for 5 seasons, someone in DII or DIII can be highly motivated, would reach DI in 2-3 seasons, and would like to compete for the trophy in their 3rd season in DI, but if your "motivation" comes back, it would be impossible for them to compete with your "Financed by Rockefeller" team.
This should be a strategic basketball sim, not "Whoever tanks and collects more money, wins" type of game.

have to disagree with this a bit (i have not lost motivation, but i have similar situation)
i'm actually am going this long way(for different reason, but the outcome is similar), i have been training my youngsters for last4 seasons ( while trying to stay at II.league, but last season sadly dint win relegation). in 2 seasons i am planning to start aiming for top division and basically need 3 more players, so of course i need some cash reserve to buy them so when i get in top division i would be able to stay competive. Why would i need to be penalised for diferent approach. and of course as previously mentioned, when the prices are low, training loses its point, as when you sell your trainee you cant improve your team you can only replace him. but without more specificatons from bb staff its hard to comment it. i'm all about this but there needs to be some limits, so the managers going my way dont get penalised. but it is just my opinion

The consequences are quite simple :
- we tax teams that train
--> These teams will disappear or stop training
--> Less players on the market
--> but more money forced to be spent
--> huge inflation

I will just quote this, so sad, but true.

Who will train players then, just beginners?

If you sell you team and you're in 1 league and you want to train, you will pay taxes? No logic..
So once when you have expensive players you must go that way forever?

I had an idea, when I finish with this generation of players in few season to sell all of them, and then to begin training, cos I want a new challenge and I miss the training, waiting for the Friday to see the green arrows up, but now, seems I would be penalized for that, no way..

Big dislike from me.

All my ex-es living in Texas, and I must pay taxes? ...

I don't think that ... i'm not concerned but it's very hard in the future with prices increase for 18 years, 22 years old, 25 years old and 33-35 years old !
It's amazing and without any logic i'm sorry.

You can still do this right? The only difference with this taxes is that you wouldn't be able to collect as much money as you would without them. But since you want a challenge, than it's a good thing for you, cause it wouldn't be much of a challenge if you had much more money than the others, once you returned to DI.

how would they know which is which? i`m training and not tanking , but i have almost 10million in my bank, so am i tanking or what? if they would think tanking wise they would increase salary floor to level were tanking doesn't make sense, but know (from info they have given) they are looking for people like me and tankers. But i will need to see the full project before joining either side regarding this planned change.

It doesn't make sense what you're talking about.

This is an online manager, where you should have option to earn money, if you earn it, you get penalized??

Can you train and be competitive in 1 league of Serbia for the title? Hmm, I guess not.

Ofc I can do it, but I must pay taxes, cos they will not allow me to have the money that I earn.

The last thing I want to see is how big is the amount of money that you must have to pay those taxes..

Training will become unprofitable if you have money.. That's the thing I dislike.

it will increase only of those players, in a way it will help to increase training value , and top teams will have to keep spending to keep themselves competitive.
