Seeing how English people voted on the worth and the chances of the English football team on the web (repeatedly), I must say that using 'can't...these days' rather than 'can always' seems like the more reasonable, measured take here...
Consider this: at least once in your life you must have voted for someone or something that didn't win or disagreed with coworkers on how to do a job. So either you trust the 'English' more than you trust yourself or you can't realistically always trust all your fellow citizens.
I, for one, never trust train staff or politicians (on any side) or our football dreamteam of shame iteration after iteration, but I do recognise that the never part is due to some generalisation on my part, despite being based on solid evidence.
