Looking like a SG you're making there. In that case, you should probably go with OD and JR this season.

What are you trying to train him as? Point Guard or Shooting Guard or Small Forward?
For PG:
I would rotate training between OD, one on one and Passing until OD is at sensational, passing is at prolific, and handling and driving are at prolific.
For SG:
I would train passing up to proficient. Then one on one until driving is at strong. Then OD up to sensational. And then rotate training between JS and JR until jump shot is at wonderous.
For SF:
I would train ID up to strong. Then OD up to sensational. Then IS up to strong. Then passing up to prominent. Then rotate training between JS and JR until JS is at wonderous.
I personally wouldn't train him up to be a SF because I think an SF needs to be able to rebound and it would take too long to get his rebounding to a decent level. But he could be a great PG/SG. And he has great potential as well.
Goodluck!

There were a couple of star-potential players in the U21 team last season, and my guy's skills are comparable to your trainee Jack Rosa.

Which star potential players were on the u21 team?
Your trainee's skills are about 4 or 5 pops behind Jack Rosa's on main skills.

My mistake, I thought the standard for the national team was higher than that.

I dont know those players at all but I do know the coach loves players with good secondary skills. If you have a big man and you put up his passing a lot it makes him a much better player but doesn't affect his wage much just like guards who can score and defend inside. It is the best thing you can do with a player you love but who has low potential - even as low as a 6th man can be a solid player in division III with the right mix of skills and I am no expert but lots of division II teams have their stud players at around the 20k wage level.
For the real national team (not U21) I would assume you needed much higher potential, but for U21 it is just a race to get the best skill set you can in 3 seasons and unless you 100% blast one skill or are doing a big man 100% IS/ID/RE then potential is way overrated. Everyone loves a Hall of Famer but how many players really need more than superstar or even perennial allstar?

Zdravko Baković (12019654) Shooting Guard
Weekly salary: $ 19 045
DMI: 107100
Age: 20
Height: 6'3" / 190 cm

Game Shape: respectable
Jump Shot: prolific ↑ Jump Range: prominent
Outside Def.: prominent Handling: strong
Driving: proficient Passing: mediocre
Inside Shot: average Inside Def.: pitiful
Rebounding: inept Shot Blocking: pitiful
Stamina: average ↓ Free Throw: inept
Experience: pitiful
Does he have a shot? I worked his passing, handling and driving like you guys told me last season so now what does he need to do?

As usual the initial squad is discussed on the off site forum and he was one of the few players that was listed as a shot of getting into the squad. However there are quite a number of guards ahead of him this season so it's very unlikely he will make it into the U21 squad until next season.
You will definitely need to improve that passing preferably to at least proficient level, outside defence need to improve to sensational/tremendous level and spend the rest of the season on training up his handling/jump shot/jump range. Otherwise he is looking very good at the moment as a prospect for next season.

I'm sorry, but considering his Atrocious JR and Awful Passing, coupled with the complete lack of OD or ID at the age of 19, I don't see how he's gonna make the team. Dell'Asta (my SF trainee) was far ahead by the same age.
Either you spend all season training OD and JR, or it ain't gonna work out. Will still be a good player for you though.
