Seriously if your side is that much better than the other, your #6 and #7 should win their relegation matches. Also your #1 should win. Unless of course the opposing side has 1 really good team.
This means the weaker side will often get more fresh blood from lower divisions. Which can be pretty good teams, especially in this apparently really weak side

Everything will even itself out eventually. And yes this will go slowly. It always does. Unless you change all 8 teams that are in a division each season the division will have a similarity in strength with the old season.
