Elastic effect and JR:
Yes, I came to the same conclusion that high OD has an elastic effect on JR. We had a german player with 3 ups in 4 weeks. As the german NT Guard Scout, I always recommend OD training before JR training to maximise the effect. And your player had 18 vs. 9. So from the JR point, the difference was 100% and that's ridicliously high.
My little chart:
DR>OD>HA>PA
DR>OD>JR>JS
SB>RB>ID>IS
IS>ID

IS>DR
(driving has an elastic effet on OD, OD has an elastic effect on Handling, Handling on passing and so on)
One of our current NT SGs was build after my elastic effect chart. With 23, he had already JS, JR, OD, HA and DR betwenn 15 and 18, plus a double digit passing skill. His manager started with driving, switched to JS (because of another trainee) went on with OD, HA and finish with JR. Now he receives passing because he's near his cap.
During his U21 season, this SG was the most expensive one of all 21y/o SGs in BB. He was my best scorer (133 points in 7 games) and had a pretty solid shooting %.
In my opinion, you start with OD and JR. 18y/o guys will train pretty fast and JR will benefit from OD. If you want an offensive player, start with DR>OD>JS/JR. Passing, Handling and the whole other stuff will train really fast.
To show you the whole potential of the elastic effect: Scott Broszeit, german NT player. Again, I was his scout and I build the training plan. His manager trained him inside and with the beginning of the U21 season, he had 3x15 (nr.1 big in BB of all 21y/o in that season). With 21, his manager switched to driving and he had IS 15 vs. DR 1. Scott had 9 DR pops in 14 weeks, 21 pops in the whole season. And this with a lv. 5 coach! After driving he switched two OD and so on. With 23 years, Scott had every skill at at least 8 (only SB was lower).
Your player should benefit until JR 14 from his OD. And his JS will benefit as soon as you start training it.
I hope my (sometimes) confusing ways of thinking aren't that confusing ;)
