driving and handling should be merged
It's an interesting relationship... just a random though using real-life to consider...
1) handling is the primary skills: with some minimum level of handling, you can drive. Perhaps this is part of the turnover calculation?
2) however, not everyone who can handle is capable of driving effectively - in real life, speed (as a function of both age and talent) influences this. In the absence of a speed attribute and where age is not relevant to the game engine, perhaps having these as 2 separate skills is the way to simulate 2?
