Thanks to both of you. I obviously have an issue with this 7' beast with low potential trying to make him an ABBL standard player, so the only way I can figure that I can do it is by being really careful with how I spend his potential.
I am thinking something like this:
Four pops in each of JS, HA and DR from one on one. This season and next pushing the OD and PA getting three pops each. Pushing the IS and ID to wondrous, probably get a SB pop over that time. Put REB up to tremendous gets him to the bottom of perennial allstar potential.

I think a player like that would be a fine starter in Division II and a great backup in the ABBL. With Lawrance as well that would mean that none of my starters had less than prominent OD and maybe only one starter with less than prominent ID, which would be quite a thing.
