In my opinion it would be better that when a person wants to candidate he is "obliged" to link to a forum post.
Upon acceptance of the application, the site should create an ad hoc page in which various information on the various candidates is put:
- experiences with club teams (titles, promotions, bb3 / bbm etc.)
- experiences with national teams (here the difficult will be to affiliate the scouts or collaborators)
- link to the presentation post linked from manager
- any other information (world ranking?, in game since?, team history?)

This way a user has a rough overview of each candidate and the crappy candidates who do it "just to" exclude themselves ..

But this is a long change .. not a short one ..

This is a good idea

Another point to change for small countries where nobody vote is that the oldest will be elected just because he is the one who started playing first.

It is unfair at all.
Why someone who started in 2010 has to win always against who started in 2011?
Even Random is more fair.

A system considering who applied first, inscription date, speech, debate, top WR achieved, actual Wr, should be used.

If not U21/NT are only for older players, that could get tired of it after few weeks

If Someone write to the few or only team of a nation asking to “vote for someone, the one you think is better”, not for him, just vote
It would be against the rules?

Yes, that's spam election. Ask your friend to send BB-Mail to everyone to not vote for his opponent, not saying to vote for him, just not vote for the other guy. That's enough to sway an election and pretend he didn't do spam election himself.

I was not clear in my explanation.

The idea is to write to the only voters saying : “remember there are elections, please vote one of the candidates, the one you prefer”
That could acceptable?
A candidate could send it?
