After going through half of Slovenia's drafts this are the results;
18yo
S63 0.6 HoF + 1.3 MVP = 1.9 total
S62 0.8 HoF + 0.7 MVP = 1.5 total
19yo
S63 1.3 HoF + 1.7 MVP = 3.0 total
S62 0.8 HoF + 0.8 MVP = 1.6 total
Extra 18yo are expected due to said changes not the double amount of 19yo. While this is still a small sample size compared to totality of BB it's enough to warrant an investigation into possible
bug!
That's exactly what we were looking for, to end the domination of 18yo over the draft. To make a 19yo draftee a reasonable option.
How this makes any sense?
They're just numbers like atrocious skill vs respectable. One is premium the other is not. Now both are mundane. By increasing the amount of premium assets you devaluate them and you did so for both skill and potential (possible bug). How will this improve the game?!
