It's actually not. Why? Because you are playing for your team first. If it's in the best intrests of your team to not push the envelope and train the NT player to excess salary range, then noone can actually force you to do it. If you buy a player (thus you have payed more for that player than anyone else), you are free to do whatever you please with him. NT player or not.
