Well that is an average, but you should also take into account: height, age, starting skill level and trainer's level.
Also, as Mannen pointed out, some weird mathematical combinations may happen when rounding the skill value to the closest integer.
All in all I think it's very unlikely, I've never had two consecutive pops in the same skill for any of my players, but I wouldn't rule out this possibility.
