Trainings speeds didn't change the last few seasons at all. They are still the same as last season.
There can, however, be several reasons for decreasing training speed. A few examples are training a 2m10+ guy at pressure PG only, training capped players, training 19yo players instead of 180yo players etc etc.
Please use the help forums next time or the bugs forum if you think it's a bug (this doesn't seem to be one though).
