A player who averages 5 points a game accross a season can suddenly explode for 20 points on any given night. The "likeliness" doesn't mean he will exactly get XX number of points per game, and the same is true for fouls.
The hidden stat will suggest how likely he is to foul, but for any specific game he could deviate from his average. Just like in real life players who aren't known for fouling could get fouled out on a certain night and there might not be a specific reason why. Just like a player who fouls often can have a string of games where he gets none.
All I'm saying for the game, as a whole, there is a hidden stat that determines how "likely" a player is to foul. This does not mean he will definately get a certain amount unt only that certain amount every game. If your player averages 1.8 fouls a game then it is likely every now and again he'll get in foul trouble.
